The Center for Community Development, Inc.'s (CCDI) Cottage Industry Microenterprise Program was established in 1994 providing access to small business loans ranging from $500 - $3,500 for home based business ventures located in Portsmouth, VA. In 1995, former Governor George Allen established the Virginia Enterprise Initiative (VEI), which is funded and monitored through the Virginia Department of Housing and Community Development (DHCD) in Richmond, VA. VEI enabled CCDI to increase its lending scale up to $25,000 also allowing the organization to expand its services to all citizenry in the Hampton Roads region.
In 1998, CCDI was designated by the U.S. Small Business Administration (DBA) as an Intermediary Lender of Hampton Roads and the Eastern Shore, VA. CCDI has recently been awarded Gloucester, VA (which includes the surrounding counties and the Northern Neck). The maximum microloan size has been increased to $35,000; however, through multi-party lending loans up to $105,000 can be accessed. In addition to lending, business plan development training and technical assistance, CCDI also offers assistance with SBA�s Small Business Loan Prequalification Program�s application process.
To date, CCDI has provided 214 loans totaling $1,710,788 throughout Hampton Roads which contributed to the organization being awarded SBA�s Top Microlender for the stat of Virginia for 2001.
